CAPT Marter performed exceedingly well in those positions from my perspective. At NMRC, I interacted with CAPT Marter very often, sometimes multiple times a week. I observed her communications via emails almost daily. The NMRC Deputy Commander position is a demanding role. She is always engaged and leading forward. She asks questions to better understand a situation before making a decision. She is a leader who motivates her subordinates to perform well and better. She always manages to find something positive, something to learn from stressful situations. She values simplicity of operation which is a refreshing trait to observe from a leader.
